WHEREAS, we, the members of the National Congress of American Indians of the United States, invoking the divine blessing of the Creator upon our efforts and purposes, in order to preserve for ourselves and our descendants the inherent sovereign rights of our Indian nations, rights secured under Indian treaties and agreements with the United States, and all other rights and benefits to which we are entitled under the laws and Constitution of the United States, to enlighten the public toward a better understanding of the Indian people, to preserve Indian cultural values, and otherwise promote the health, safety and welfare of the Indian people, do hereby establish and submit the following resolution; and
WHEREAS, the National Congress of American Indians (NCAI) was established in 1944 and is the oldest and largest national organization of American Indian and Alaska Native tribal governments; and
WHEREAS, President Obamawill call on Congress to pass legislation that will extend the Production Tax Credit to support American jobs and manufacturing in the wind industry alongside an expansion of the 48C Advanced Energy Manufacturing Tax Credit that supports American-made clean energy manufacturing. According to industry estimates, the wind industry supports nearly 20,000 direct jobs along with over 30,000 manufacturing jobs in its supply chain; and
WHEREAS, these tax credits have played an important role in fueling job creation, and as a result have strong bipartisan support from Governors, Members of Congress, as well as industry; and
WHEREAS, theadministration’s clean energy tax credits helped increase domestic production of clean energy and have supported a dramatic expansion of clean energy technologies made in the United States.
NOW THEREFORE BE IT RESOLVED, that NCAI urges Congress to put America in control of its energy future by passing legislation that will extend the Production Tax Credit to support American jobs and manufacturing in the wind industry alongside an expansion of the 48C Advanced Energy Manufacturing Tax Credit that supports American-made clean energy manufacturing; and
BE IT FURTHER RESOLVED, that NCAI supports the Advanced Energy Manufacturing Tax Credit that will support clean energy projects in the U.S., and will work in tandem with the Production Tax Credit that will create jobs, help reduce our dependence on foreign oil, protect sacred places and secure a clean energy future for the United States; and
BE IT FINALLY RESOLVED, that this resolution shall be the policy of NCAI until it is withdrawn or modified by subsequent resolution.

The foregoing resolution was adopted by the General Assembly at the 2012 Mid-Year Session of the National Congress of American Indians, held at The Cornhusker Hotel from June 17-20, 2012 in Lincoln, Nebraska, with a quorum present.
