The 2021 Executive Council Winter Session is the constitutionally-mandated annual meeting of the National Congress of American Indians (NCAI) Executive Council, one of NCAI's three main governing bodies. As the representative body of NCAI's member tribes, the Executive Council will meet virtually for the first time.

This meeting presents an opportunity for tribal delegates to hear from members of Congress and the Administration helping further the government-to-government relationship between Tribal Nations and the federal government.

Registration is now open.

Federal Government Consultations and Listening Sessions are open and do not require paid registration for NCAI’s Executive Council Winter Session.

Registration Fees

Conference registration fees are nonrefundable. By registering for the 2021 Executive Council Winter Session you agree to our terms and conditions.

The NCAI Executive Committee has established a reduced registration rate of up to 50% off for tribal nations experiencing financial hardship as a result of COVID-19.

How to request a reduction:

To receive the reduced registration rate, please submit a request in writing, on tribal letterhead, and send it to Jamie Gomez at jgomez@ncai.org. If you would like, access template language that can be used for the request.

TWIN - Tribal Women For Indigenous Nations Virtual Event
TWIN is an organization started by the Aunties of Indian Country on Election Night 2020.  TWIN consists of current and former tribal leaders and other accomplished Native American women who are committed to increasing the number of Native American women in leadership roles across all levels of government and providing a network of support. 

We are hosting an "Open House" style gathering where you can meet and network with Native Women Tribal Leaders and Native Women Serving in the Biden Administration!

Federal Acknowledgment Re-Petitioning
The Department is taking this opportunity consult on whether it should reconsider its prior decision to ban re-petitioning under 25 CFR part 83 – the regulations establishing the process and criteria for how the Department administratively acknowledges Indian Tribes.

Native Knowledge 360 (NK360) Education Initiative by Smithsonian National Museum of the American Indian
Native Knowledge 360° (NK360°) is an education initiative that provides educational materials and virtual programs incorporating Native narratives, more comprehensive histories, and accurate information to enlighten and inform teaching and learning about Native America. Join the National Museum of the American Indian for a presentation on the museum’s newest initiative and hear from Chairman Greg Sarris why the Federated Indians of Graton Rancheria support this initiative.

On Monday, February 22, 2021, the National Congress of American Indians (NCAI) kicks off its 2021 Executive Council Winter Session (ECWS) with the 19th State of Indian Nations (SOIN) address. The SOIN will be broadcast virtually beginning at 2:30 p.m. EST. NCAI President Fawn Sharp will deliver the SOIN Address followed by a Congressional Response. A separate briefing event for press will directly follow the address. The SOIN address will outline the priorities for our nation-to-nation relationship with the United States and for the advancement of Native peoples.

ECWS sessions will begin Monday afternoon and will be held in a virtual setting. The 2021 ECWS will tackle key issues facing American Indian and Alaska Native communities while providing solutions through legislative and policy planning with the Biden-Harris Administration and 117th Congress.
